Qualified developer is defined pursuant to California Government Code Sec. 65913.16(b)(9)(A-C) exclusive of (D), and shall also include a Community Development Financial Institution (CDFI) identified on the United States Department of the Treasury’s CDFI Fund list of Certified CDFIs at the time of project filing, provided the CDFI maintains a non-profit status pursuant to United States Internal Revenue Code Sec. 501(c)(3).

Qualified Developer
Qualified Nonprofit Housing Corporation
Qualified nonprofit housing corporation is defined pursuant to Sec. 501(c)(3) of the Internal Revenue Code that has received a welfare exemption under Sec. 214.15 of the Revenue and Taxation Code for properties intended to be sold to low-income families who participate in a special no-interest loan program.

Qualified permanent supportive housing project is defined as a use where all dwelling units meet the standards of Sec. 9.4.1. (Permanent Supportive Housing Incentive Program).
